This is really 2 questions in one. The discuss on if a Tablet PC is good for desk top publishing depends on the configuration of the tablet PC. Given a decent processor, HD size and memory it should be fine.
As for Photoshop, Illustrator and Autocad it depends on what you are trying to “publish” and how much you want to spend.
